TOURNAMENT RULES AND REGULATIONS
All games will be played by FIFA rules modified by USYSA and CAL-Southouth and herein for youth competition. All games will adhere to the rules set forth with the following additions/clarifications:
Decisions relating to the interpretation of the Tournament Rules and player/team eligibility can only be made by the Tournament Director.
Tournament Director may delegate authority to Site Manager or Field Marshall if Tournament Director not present at game site.
Disputes relating to the interpretation of these rules and player/team eligibility will be resolved with the administrators/coaches that are registered with the involved team(s). Individuals may not represent a team if not registered as an administrator/coach with the involved team(s).
All decisions, judgments, and calls of tournament referees and Tournament Director or designated Field Marshall are final. No protests will be allowed.
Teams will play in age brackets for 2012-2013 season player passes and medical releases.
U8 & U10 ages will play 8v8 with no exceptions.
Teams must be affiliated with FIFA and/or USSF and be affiliated with their State, Provincial or National Association. Players and coaches must have laminated cards.
Teams from outside the USA without player-laminated passes must provide passports and/or local government picture identification cards.
Unlimited loan players will be permitted with a maximum roster size of U8-U10 (14 players), U11-U14 (18 players) with loan papers, if applicable.
Teams will register at mandatory registration On the Field Saturday morning, details of which will be broadcast by general email to all accepted teams. Check-in time will be 1 1/2 Hour prior to each teams first game , unless previously approved otherwise by Tournament Director due to extraordinary circumstances such as travel arrangements.
There will be no additions to the team roster after the team registers. Player cards or medical releases may be accepted later by Field Marshall but only if player is listed on the official team roster at time of registration.
At registration, a complete and signed Team Roster must be submitted by Coach or Manager who must certify that all players are FIFA and/or USSF 2012-2013 registered players.
Laminated player cards with photo and the player's signature (for States or Countries that require signatures, photos and/or laminated cards for identification) and medical release forms or proof of medical coverage will be required at registration. Teams from outside the local state association CAL-South are required to provide Travel Permission forms signed by their League, State, Provincial or National Association.
Teams will check-in 1 hour prior to game time at game site. Field Marshals will check in all teams and will hold player ID cards during match. Coach or Team Administrator will hold Medical Release forms. The Field Marshall will collect match cards, which must be signed by Coach or Team Administrator.
A committee has been established to handle all disciplinary matters pertaining to this tournament. The following is a brief outline of what will be expected of all players and coaches who participate in this year's tournament. If you need any assistance, contact the Field Marshal at your field.
The following rules of conduct apply:
All coaches have complete responsibility for the conduct of their players, bench, friends, and spectators at all times.
Teams and spectators are to be located at matches – opposite side of field. Teams must stay on their side of the field and within the bench area and no spectators are permitted behind the goals.
If, in the opinion of game officials, a game must be terminated for misconduct of coaches, players, bench or spectators, the offending team can be suspended from further play and forfeit that game and all remaining games. In this event, all previous points earned remain as played.
Any player ordered from the field of play (RED CARD), or any coach EJECTED from a game will not be permitted to participate in the remainder of the game in progress, and will not be able to participate in at least the teams next scheduled game, if violent conduct occurs the player or coach may be ejected for remainder of tournament at discretion of Tournament Director. Any player or coach receiving two YELLOW cards during a match shall be ejected for remainder of the match and may serve a one game suspension at the discretion of the Tournament Director.
This committee will have complete authority to decide, the number of games a player or coach will be suspended for each red card offense in addition to the one game suspension. A referee report (written or verbal) will be used whenever possible to help determine final conclusions. These judgments will be made after reviewing severity of the offense for which the red card was given and the decision will be final.
Disciplinary measures imposed by this tournament organization for inappropriate behavior shall be limited to placing restrictions upon an individual player, coach, and spectator or team's participation in the tournament. Such disciplinary action will be as determined by and at the discretion of the Tournament Director or designated Field Marshall and can include exclusion from further tournament participation.
One point deduction will be given to the offending team for each red card/ejection received (double yellow included). A team may be assessed negative points for a game if appropriate.
No alcoholic beverages shall be permitted in the immediate vicinity of the playing site. No person shall be permitted to appear on, or in the vicinity of, the playing site in an intoxicated condition. Breaking the law is under the jurisdiction of the Anaheim Police Department, not the tournament management team.
Any cards issued will be reported to the CAL-South in tournament report and thereby to the home club/league of the player, coach, team or supporters involved except that all matters involving a referee assault shall, in accordance with USSF Rule II08, be referred immediately to the CAL-South. The home state association and the home club/league of the player, coach, team or supporters shall, except in the case of referee assault, have the responsibility for imposing, should the circumstances warrant additional sanctions, within their respective jurisdictions, with regard to matters arising from the tournament.
No player may compete in the Tournament on more than one team.
Home teams are listed first and will choose field sides. The home team will change jerseys in case of a color conflict.
Home team will supply the game ball.
Games involving U8-U12 will use an official size #4 ball. Games involving U13 - U15 will use an official size #5 ball.
All games will begin on time. A forfeit will be declared if a team cannot field a minimum of seven (7) players for U11-14 and five (5) players for U8-10 at game start time.
Under 8-10 age groups will play with a maximum of eight (8) players, including the goalie, on the field.
There will be no coin toss in all-preliminary games. Home team will have choice of kick off, or goal to defend.
Referees have been instructed to start all games on time. No injury time will be added.
Preliminary round game times may be varied by Field Marshall to maintain game start schedules. These games may end in a tie. All preliminary games will be held on Saturday or Sunday.
Teams will be grouped into divisions according to age and gender and will play all their games within their assigned divisions. Younger players or teams may elect to play in older divisions.
Teams/players will compete based on CAL-South 2012-2013 age.
All teams will play minimum of 3 games unless the scheduled games are shortened or canceled due to rain, unforeseen circumstances such as critical injury or acts of God.
The Tournament reserves the right to alter the game formats to enhance competition and to improve the overall quality of the Tournament.
All games will be considered final and no protests will be allowed.
The length of all preliminary games and semi-final games is 50 minutes.
All preliminary games and semi-final games will have a 5-minute half time.
All semi-final games ending in a tie at the end of regulation time, will go directly to “Kicks from the Penalty Spot” as outlined in the FIFA Laws of the Game.
Championship Games are as follows:
U8 thru U10 ~ 50 minutes
U11 to U12 ~ 60 minutes
U13 thru U15 ~ 70 minutes
There will be 5-minute halftimes in Championship Games.
All championship games ending in a tie at the end of regulation time, will go directly to “Kicks from the Penalty Spot” as outlined in the FIFA Laws of the Game.
The TEN (10) point system will be used to determine 1st in each group and the wildcard selection during preliminary rounds:
1. Six (6) points for each win
2. Three (3) points for each tie
3. One (1) point for each defensive shut out (0-0 tie not included)
4. Zero (0) points for each loss
5. A forfeit is a 1-0 win (receive 8 points)
6. One (-1) point deduction for each ejection (red card or double yellow on a coach or a player)
In addition, bonus points shall be awarded for goals scored in a game, not to exceed a maximum of three (3) goals per game. Teams shall be awarded the bonus points for goals scored without regard to the outcome of the game. That is, the losing team will receive points for goals scored, and zero (0) points for the loss.
If at the discretion of the tournament committee a forfeit provides an unfair advantage, the tournament committee may make a bracket determination by another means so as to determine bracket placement fairly.
At the end of each game, the Coach or Team Administrator must carefully review and sign the score/game card. Coach or Team Administrator should review Rich Bailey Girls Friendship website to verify scores properly recorded and contact Field Marshal and/or Tournament Director immediately of any possible errors. The score/game card is the official match record and may not be changed except under the following circumstances:
If Coaches/Team Administrators of both teams meet with Field Marshal and agree to a score correction, the Field Marshal will correct the score and other records accordingly.
If Referee verifies incorrect score was recorded, Field Marshal (with Tournaments Director’s approval) may correct score and other records accordingly.
Scores incorrectly posted on Website shall be investigated by Field Marshall by checking original match record and corrected accordingly.
Red Card corrections:
If Referee verifies incorrect player was recorded as receiving Red Card (includes double Yellow), Field Marshal (with Tournament Director’s approval) may correct records accordingly.
If no Red Card was recorded on the match card, none may be added later.
TIE BREAKERS and WILDCARDS
For brackets with wild cards, wild cards will be selected from the second place teams who have accumulated the most points. Ties on points will be broken in accordance with the rules listed below. If WC comes from bracket A, then Winner A will play Winner C, and Winner B will play WC.
In the event that two or more teams are tied in points at the end of the preliminary games, the following tiebreakers shall be applied in order given until a winner is determined. While following this criteria, never revert back to the top of the list even after a team has been eliminated from the tiebreaker.
Substitution by a team shall be unlimited but only with the permission of the Referee:
Substitution shall be made at midfield within (10) yards of the halfway line. The substitute player shall not enter the field of play until allowed by the referee and the player substituted has left the field of play.
Excessive substitutions resulting in confusion or delay of game are discouraged and will not be allowed by the referee.
No player will be allowed to play with an injury which could be aggravated by playing or which, in the opinion of the referee, constitutes a danger to themselves or others.
Cal South 2.4.2 “Endorse FIFA Law IV and current USSF Guides”
FIFA Law IV states, “ A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewelry)
The determination of whether a player may play or not will be made by the referee in accordance with FIFA Law IV.
Shin guards are mandatory for all players.
Winner will be presented with Champion Rich Bailey Girls Friendship Team Award and individual player medallions will be presented to both teams at the completion of the championship game.
One team in each bracket/flight will also receive, SPORTSMANSHIP MEDALS. The referee in each game will vote for the sportsmanship award, based on 1 point each, for players, coaches, and sidelines. Each team will get to vote for one team within their bracket/flight based on the same criteria.
In the event of an unusual event that results in a significant loss of game time, the lost game time may be rescheduled at the discretion of the Tournament Co-Directors. The rescheduling of the lost game time is subject to field availability. An example of an unusual event would be a major injury to a player, which prevented the use of the playing field. The Tournament defines a significant loss of game time as more than half of the game. An accumulation of time delays due to minor/moderate injuries to several players would not constitute an unusual event nor will these delays be considered lost game time. An accumulation of time delays resulting from the normal course of a game will not be considered lost game time.
Tournament Directory/Site Manager may shorten games as necessary to make sure all matches scheduled on a given field are played. For example, a field running behind schedule due to an injury may have all remaining games shortened by few minutes each game so that each game gets played.
In the event of inclement weather, which the Tournament Committee deems as being unsafe conditions for the players and/or the fields and competition can not continue;
Matches that are at the half time or are in the second half will have the score stand.
Matches that are in the first half will be deemed not to have played. In order to determine a winner, all matches in pool play, semi final and/or final will go to a coin toss. The game(s) will be recorded as follows; winner of coin toss will be awarded 1-0.
Matches may be shortened, kicks from the penalty mark or other means as determined by the Tournament Committee to determine winners.
If the tournament is cancelled due to inclement weather prior to the start of competition, teams will be issued partial refunds in full accordance with CAL-South guidelines or rules and regulations after a reasonable amount has been deducted for incurred tournament costs.
No refund will be allowed due to forfeit of any game by any team accepted in the tournament.
